  America Outdoors' Marketing and Management Conference - Confluence 2006 looks like another blockbuster. We've already exceeded our original room block at the City Center Hilton and added more rooms. But only a few rooms are left.   Along with the Essentials of an Employee Handbook, Chris Yvars of the Rietz Law Firm will be presenting Surviving the Dreaded Deposition as the second half of the Risk Management Program on Friday afternoon. You'll learn what kind of documentation is helpful and how to be prepared if the day ever comes that you are deposed.

On the Drilling Front
  Outfitters in the Wyoming Range teamed with Trout Unlimited to file an appeal of the BLM's denial of a protest regarding the leasing of roughly 20,000 acres in the Range west of Pinedale. The basis for the appeal lies in the BLM's failure to evaluate the potential impact of leasing and development on the businesses (primarily recreation and tourism) that rely on the Range, and consequently on the economic impact on communities surrounding the Range. NEPA requires such an evaluation. The appeal also highlighted the potential impact on sportsmen (primarily hunters and anglers) and other recreating visitors and argued that circumstances have changed since the creation of the 1990 forest plan, mandating the need for updated environmental analysis (primarily impact on wildlife and on air quality) prior to leasing

No word yet from the IBLA regarding the appeal, however, the group has learned that the high bidders of the leases have intervened in the case and will file opposing arguments.

A coalition of conservation groups also protested the leasing and filed an appeal of their denial by the BLM. In addition however, these groups filed a request for a stay; asking that the BLM halt activity in the lease area until the IBLA reaches a decision on the merits of the appeal. In September, the IBLA granted the stay request, preventing the issuance of the leases and indicating that they may indeed find cause to rule in favor of the appeal.
