Tax Relief and Health Care Act of 2006 Helps with Affordable Health Insurance
  Legislation making health savings accounts more feasible for small business and employees was signed by the President on December 20th. The bill makes the following changes:
  • A one-time rollover from an IRA to a health savings account is permitted without penalty;
  • In 2007 $2,850 can be contributed to a health savings account which is exempt from taxation regardless of when you establish the account under an eligible plan;
  • Health savings accounts allow employees to use pre-tax dollars to fund their out-of-pocket health-care expenses. Any amount left in the account rolls over from one year to the next.

Utah Backs Off Stringent Coast Guard Regulatory Requirements
  Good news on the regulatory front for Canyonlands outfitters. The State of Utah has decided not to impose the Coast Guard regulations (at least for now). The situation changes frequently, but that appears to be the current status. State regulators will develop an inspection protocol in cooperation with outfitters that better reflects the nature of the trip and craft utilized. The Coast Guard is still planning to impose the inspection regime on Float Trip Vessels on flatwater. The inspection protocols originally outlined by the Coast Guard would have required more than a month just to test the integrity of each raft chamber in Canyonlands.

Fees for Lutheran Camp in National Forest Increase from $700 to $50,000
  In 2003, Congress passed the National Forest Organizational Camp Fee Improvement Act, which sought to standardize and increase fees on national forest land. The act excluded camps that cater to youth or people with disabilities.

Recently, a Lutheran Camp in north-central Washington received a fee increase from $700 to $50,000. The new fee equals only about 3 percent of Holden Village's $1.63 million operating budget for 2007. The camp is located above the western shore of Lake Chelan, in an old mining camp that is only accessible by boat or trail. Recently, an America Outdoors member lost his permit because the agency raised his fees from $900 to $19,000 in one year, a fee he could not afford.
