President Bush Re-issues and Amends an
Important Executive Order on Regulations
Impacting Small Business
  The Bush Administration has reissued and amended an important Executive Order first issued in the Clinton Administration that offers some potential for relief to small businesses who feel deluged by a wave of overlapping and at times excessive federal and state regulations. The policy requires federal agencies to coordinate their rules and regulations and to avoid overlap with state regulations.

The Executive Order starts with "The American people deserve a regulatory system that works for them, not against them: . . . . . . . We do not have such a regulatory system today."

Some additional highlights follow:
  • "With this Executive order, the Federal Government begins a program to reform and make more efficient the regulatory process."
  • "Each agency shall tailor its regulations to impose the least burden on society, including individuals, businesses of differing sizes, and other entities (including small communities and governmental entities), consistent with obtaining the regulatory objectives, taking into account, among other things, and to the extent practicable, the costs of cumulative regulations."

Bush Administration Budget Includes Huge
Increase for NPS Operations
  After several years with a flat operations budget, the Bush Administration has proposed a 14% increase in the agency's "operations budget" by adding $258 million in FY 2008. Previous increases have gone to backlogged maintenance and biological inventories.

Agencies are operating under a continuing resolution for FY 2007 which holds them to the FY 2006 base funding. Some of the earmarks are being stripped out and unless they are put them back in for operations their uncontrollable operating costs will result in diminished funding for 2007.
