AO Soliciting Comments from Members on Our Response to the Proposed Forest Service Permitting Directives
 

The proposed new permitting directives are in two parts: the Federal Register Notice announcing the intent of the proposed directives and the associated directives in the Forest Service Handbook, which reveal how use will be assigned and permits will be managed. Commenting on each part is necessary but special attention must be given to the Forest Service Handbook for submission of valid comments. We believe the actual Federal Register Notice is misleading and misrepresents the negative impacts the directives will have on many outfitters and organizations.

We are asking members to review our proposed comments to the Federal Register Notice and the Proposed Handbook revisions. The comments are extensive and longer than those which you will likely submit. However, we thought you should see them before we finalize them and provide a shorter version to you to guide your comments. AO's proposed comments may be found in the password protected area of the AO Website.

You may think the comments to the Federal Register Notice are overly negative. AO has to comment on any potential legal issues with the Notice in the event that the final directives are a significant threat to the viability of a significant number of members operating in national forests. The final rule may eliminate those issues.

You will still have to submit your own comments to the Forest Service, which should be customized. We will provide a template by January 15th after receiving input from members.

As most of you know, the Forest Service granted an extension to the comment period for the proposed Forest Service permitting directive until February 19, 2008. We suggest you submit your comments on or before February 18th. Electronic submissions are more reliable than mail to federal offices. Mail must be inspected through a special facility and often arrives weeks after being sent. We will provide you with the appropriate address for electronic submissions.
