H.R. 3058, Bill Authorizing Payments to Counties, Expected to Be Voted out of Committee Next Week. Park Centennial Fund May Be Funded through Tax Hikes

According to sources in the House, a tax increase may help cover the costs for H.R. 3094, which proposes to establish a $1 billion National Parks Centennial Fund. But Senate Majority Leader Harry Reid does not favor funding the National Park Centennial Initiative to the tune of $100 million per year through the general Treasury.

The funding source for H.R. 3058 is still up in the air and the bill is scheduled for mark-up in the Committee next week. It is sponsored by Representative DeFazio (D-OR) and Rahall (D-WV). The bill authorizes over $4 billion in payments to counties in which national forests are located.

Both H.R. 3094 and H.R. 3058 currently include language that proposes to seek new or increased fees on commercial activities on federal lands to cover their costs. While staffers are claiming that this language will be changed, there are very limited options for providing funding. AO will carefully track these bills in an effort to ensure they do not authorize another layer of new fees on outfitters and guides.

Last week a coalition, including NPCA, AO, and a diverse group of National Park users and interest groups, urged Congress not to seek funding for H.R. 3094 through recreation fees.
